台電、中油、健保局 把大家當肥羊

國營事業發放高額績效獎金引起外界質疑，立委羅淑蕾指出，台電、中油與中央健保局預估九十八年度都將出現虧損，績效不佳仍舊編列高額績效獎金。她痛批這種作法是把全體納稅人當肥羊。


羅淑蕾指出，國營事業虧損就沒有理由發績效獎金，但現在國營事業都搬出國營事業管理法第十四條「國營事業人員待遇與福利，應由行政院規定標準」，把績效獎金也當成「法定支給」的項目；立委無權刪除。


立院人士透露，台電與中油過去幾個會計年度，都出現未編績效獎金預算，但年度決算卻出現鉅額績效獎金，違反預算編列正常作法，應該檢討。


此外，立院人士也指出，台電公司從九十五年度起至今共三個年度，送到立院的預算書都沒有編列績效獎金預算，但九十五、六兩個年度卻都以「併決算」的方式，將核發四十六億元以上的績效獎金的結果告知立院與審計部，而中油公司在九十六年度也有相同的狀況，兩家國營事業作法都有違反預算法之嫌，也沒把立法院放在眼裡。


【記者賴昭穎／台北報導】經濟部國營會副主委黃重球昨天表示，台電因為明年虧損，印象中沒有編績效獎金預算；至於中油則因為明年預估有五、六十億元盈餘，才編列績效獎金。


黃重球提到，國營事業的預算都很早就著手編列，比方說，公司現在已在編列九十九年度的預算。黃重球強調，國營事業編列的預算，還是要送立法院審議通過才能定案。
