玩假的！ 年終慰問金改革 只限明年

〔自由時報記者邱燕玲、李宇欣／台北報導〕行政院長陳冲日前才宣布改革退休軍公教也可領年終問題，大幅限縮退休軍公教發年終的對象，但是，這項改革竟然最多只限明年春節、一次有效！
政府於法無據，年年發給領月退俸的退休軍公教一．五個月「年終」，引爆社會各方批判為不公不義，陳揆二十三日宣示改革，僅剩兩類退休軍公教人員可領年終慰問金。
經濟好就恢復 陳士魁點頭
國民黨立委邱文彥昨天質詢表示，他剛剛才知道退休軍公教年終慰問金是逐年檢討，「只有今年取消而已」，他詢問行政院秘書長陳士魁，「明年經濟若翻紅大好，是否會再編預算發放？」陳士魁點頭承認，他還舉例說，過去也有民國六十一年、六十二年有編預算發放，六十三年沒編預算發放。
民進黨立委邱志偉痛批，又是馬政府騙人戲碼、以拖待變，二○一四和二○一六年選舉即將到來，馬政府停發慰問金政策恐再轉彎，最後又變成一場假改革，他將在今日立法院院會，要求陳揆表態說清楚，「只有明年不發？還是未來都不發？」
陳揆日前宣示 變暫訂原則
陳揆日前宣示，只有支領原月退休金兩萬元以下的退休軍公教人員，以及因作戰或因公成殘、死亡的退伍軍職人員及其支領半俸遺族，才發給年終慰問金。政院還估計，原來一年要花一百九十二億元，改革後可年省一百八十二億元，只要花十億元。
不過，照陳士魁昨天的說法，陳揆日前宣示的內容只是「暫訂原則」，未來還要逐年檢討是否恢復發退休人員年終。
不只如此，明年春節前發放的年終慰問金預算正由立法院審查，陳士魁昨受訪表示，行政院尊重立院審查年終慰問金結果，若立院刪的少，行政院會隨之調整發放的標準。依照陳士魁的說法，如果立院刪的少，預算不只剩十億元，將有更多退休軍公教可領年終。
立委痛批 又是馬騙人把戲
台聯立委許忠信批判，退休軍公教年終慰問金制度不能再逐年檢討、而要逐年減少，政策必須有連貫性，否則每年隨著主客觀環境不斷改變，尤其是選舉年，軍公教是國民黨主要票源，有藉此綁樁賄選嫌疑。
民進黨立委李俊俋也說，民進黨要求法制化，這個政策不能再隨著行政命令「逐年變化」；民進黨要求陳揆必須為說過的話負責，提出軍公教退休人員年終獎金刪除、只保留兩大弱勢的修法版本。
國民黨立委紀國棟昨質詢時對大幅刪減年終慰問金明確表示，「不管黨團決定如何，我一定反對到底」；國民黨立委楊麗環也說，若還能調整，希望月退兩萬至三萬元者起碼不要全刪，讓他們也可領到年終。
