中資免證所稅 台灣股民該死？

證所稅「台灣投資人要繳，中資卻免稅」，昨天媒體已開始探討這個問題，「未來中資（或是化身外資的中資）蜂擁而來、揚長而去，卻完全不必繳證券所得稅，引發『歧視本國投資人』的疑慮，勢必成為難以處理的政治地雷。」加上證券商開始發聲、動員，顯然證所稅「急就章」的後遺症已經出現。

證所稅的課徵雖有助改善社會不公，但決策的急就章、專斷獨行及昧於現實，讓人不得不提出很大質疑。

急就章：這種敏感性政策，早就有前部長所引發的股市十九根跌停為鑑，而現任部長卻可以說要經過數個月的討論，一被批評後不斷縮減為兩星期。更誇張的是引發股市動盪後，才說要找其他國家課稅方式來比較，影響千萬人之國家大政決策如兒戲般。

專斷：司馬昭之心的政策，卻還偽裝很民主的臨時開個會，找幾個未在實務面有太多參與的學者協助背書就定案。等到被批評後，再找兩個家產萬貫的股市大戶與名嘴來代表眾股市參與散戶。事實上，這些都只是專斷政策下的橡皮圖章。

昧於現實：近年來台灣各項產業競爭力在國際強烈競爭下節節敗退，無論是記憶體、液晶面板、ＬＥＤ及太陽能等四大慘業，甚至連一度引以為傲的國際品牌ＨＴＣ，也在美國APPLE及韓國SAMSUNG的夾擊下市佔一再萎縮，資本市場越來越失去吸引力。在國際投資人眼中，想投資創新可以找美國、要金融業可以找香港、新加坡，要電子通訊業可以找韓國。在這種市況下，官員居然可以在全世界最高的證交稅外再課證所稅，造成投資者高昂的成本？

這猶如去平價餐廳吃飯，卻要收取五星級飯店的服務費。試問，誰想買單？
