生技起飛 鑽石方案啟動將募集600億基金

行政院會上午正式啟動台灣生技起飛鑽石行動方案，未來將成立600億元規模的生技創投基金（Biotechnology Venture Capital, BVC），初期先募資100億元，由行政院國發基金出資40%、民間投資60%，以強化生技產業價值鏈的研發角色、推動整合型育成機制，以及成立食品藥物管理局（TFDA），並建構與國際銜接的醫藥環境。

負責這項計畫的政務委員張進福指出，將會組成專業團隊、管顧公司，投資國內外高獲利潛力的案源，預計四年內讓生技產值倍增，並儘快發展成為兆元產業。

為導引我國製藥、醫療器材所累積的學術研究成果和人才資源，行政院長劉兆玄表示，台灣生技起飛鑽石行動方案是強化產業價值鏈第二棒，也就是產業化研發的角色，以補足當前缺口，向前銜接優質的基礎研究、向後攻佔商品化、產業化的灘頭堡。

張進福表示，台灣生技起飛鑽石行動方案要強化法人研究機構，像是生技中心、工研院等產業化研發的能量，包括藥品開發的轉譯研究，以及醫療器材的開發，讓國內外學術研究機構累積的上游成果，推進至臨床試驗階段。

張進福指出，台灣生技起飛鑽石行動方案透過設置具備豐富生技醫療實戰經驗的選題專家，協助尋找生技產業發展的利基，善用國內外人力資源，以持續強化國內生技醫療產業的核心能力、吸引國內外資源投入，迅速累積我國生技產業發展的能量。

張進福指出，由政府與民間資金共同合作組成生技創投基金，由政府來前導，引進民間投資，將可達到分階段、分攤風險的功能。
