陸生來台喊卡？教部：立院下會期列優先法案

陸生來台的政策再度出現變數，由於民進黨立委的技術性杯葛，讓陸生來台的相關法案確定不能在立法院這個會期通過。對此，教育部表示，一定會把相關的法案列入立院下會期的優先法案，希望能在3月份通過，否則到時候招收陸生的學士班可能因為時程過晚，今年無法如期招生。


原本計畫9月開放陸生來台及採認大陸學歷的教育部，現在因為相關的大學法、兩岸人民關係條例等相關修法，卡在立法院而面臨跳票。民進黨立委陳亭妃等人8日就以重大政策，教育部長鄭瑞城未能親自出席說明為由，於立法院教育文化委員會中進行技術性杯葛，不僅讓相關法案在這個會期確定出局，委員會也做成決議，在鄭瑞城沒有完成「開放陸生來台就學及大陸學歷採認政策規劃情形及立法進度」的專案報告之前，教育部不得公布「大陸地區學歷檢覈及採認辦法」等行政命令，讓陸生來台及採認大陸學歷政策是否能如期實施出現變數。


對此，出席委員會的教育部次長呂木琳則是無奈地表示，希望能將相關法案列入立法院3月新會期的優先法案。他說：『相關的規劃準備工作我們會繼續進行，當然我們希望三個法案能在下個會期開始的時候，能儘快的排進去，如果到3月還過不了就會有影響。』


教育部強調，相關的修法工作，如果沒有辦法在3月完成，雖然對以「申請入學」方式來台的大陸碩博士生影響不大，但因為大陸高校考試都在4、5月舉行，因此對於有願意要到大陸招收學士班學生的學校，在招生的作業時程上顯得相當急迫，因此極有可能延後。
