衛福部中醫藥司副司長高文惠表示，本會期將送「藥事法」修法草案，希望導向「抓藥由專業藥師負責」，而中藥的管理、買賣和炮製交由勞動部管理，設「中醫藥材管理技術士」執照，目前研擬需有實業經驗和學術及術科考試，進一步取得中藥商執照，未來由藥師抓藥，由技術士負責炮製、煎藥。
