在過去罷工大多被視為違法行為，不過隨著時代演進，罷工的概念已經被廣為接受，成為勞方對抗不合理勞動條件，與資方談判的重要手段。
長久以來台灣醫師被排除在《勞基法》外，缺乏最基本的保護，面對資方時處於絕對劣勢，只能任人宰割，連續工作36小時幾乎成為常態。隨著愈來愈多醫師倒下，罷工的聲音也愈來愈響亮。
不難想像，資方會開始操弄輿論來打壓。「醫師罷工會害死人，怎麼可以罷工？」便是最常見的說辭。
其實，醫師罷工在世界上多不勝數，諸如英國、法國、德國、美國、印度、荷蘭、以色列、加拿大、澳大利亞、奈及利亞、哥倫比亞、墨西哥等許多國家都曾經出現過大規模醫師罷工。
資方總是搶佔道德制高點，用病患權益來要脅醫師提供無限工時。這種論點根本站不住腳，因為沒有任何腦筋清楚的人會願意把自己的性命交給兩天沒闔眼的醫師。大多數時候患者均不曉得替自己治療的醫師正處於極差的精神狀態，否則鐵定會斷然拒絕。若資方真心在乎病患權益，便該提供充裕的醫護人力，而非扣上道德大帽子要求醫師不眠不休。
至於醫師罷工真的會害死人嗎？恐怕不見得。
埃默里大學曾經分析世界各地研究醫師罷工的文獻，從1976年到2003年，其中5次持續9天至17周不等的罷工。研究人員發現，醫師罷工期間該地區的死亡率並沒有升高，甚至還可能降低。研究人員推論，這個令人玩味的現象也許是因為許多沒有立即生命危險的常規手術被取消，死於併發症的人也就少了，而且醫師罷工期間急診室皆正常運作。
由於數據有限，我們尚無法武斷地得出「醫師罷工很安全」這樣的結論，但我們能肯定地說，要求精神不濟的醫師繼續開刀、開藥，絕對會造成更多難以挽回的傷害。若能透過罷工迫使資方改善極端扭曲的醫療環境，將是全民之福。
目前台灣醫師尚未形成足夠規模的工會，距離實際罷工行動還遙遙無期。不過我們千萬不能掉以輕心，因為還有一種罷工是悄無聲息教人渾然不覺。「用腳投票」這種「寧靜罷工」已是現在進行式，亡羊補牢的時機正迅速流逝。
