中央欠全民627億健保費 還想修法調降政府負擔

〔記者蕭婷方／台北報導〕健保會各界代表今召開記者會指出，馬政府於二○一三、二○一四年，累計積欠全民健保費達六百廿七億元，錢未還，又於去年逕自公告「全民健康保險法施行細則」第四十五條修正案，下修政府法定負擔保險經費卅六％下限，每年不僅可少撥七十二億元給屬於全民的健保費，還逕自公告法規「溯及既往」，根本是欠債不還又想賴帳，要求衛福部撤回修法提案。

中華民國工商協進會李永振指出，二○一三年二代健保上路後，主計總處與健保署計算公式不同，政府負擔政府金額兩者年差一五八億元，後經協調採健保署版本，才使保費不會短收，協調期間的累積欠費就超過五百億元，加上所屬機關欠費，共達六百廿七億元。

中華民國身心障礙聯盟滕西華表示，政府欠款未還，還多次利用行政手段實質減少政府負擔保費，光去年自砍菸品健康福利捐分配於健保經費比例、還全面提高補充保費上限，已讓健保費年短收至少一○八億元。

滕西華指出，政府負擔減少後，不僅實質降低政府保險財務責任，相對也增加民眾與雇主負擔，反觀一般民眾只要積欠健保費，政府便祭催繳、滯納金罰款與暫停給付，卻無意改善失業者與眷屬長期以來繳納保費比受雇者偏高的問題，痛批政府根本是破壞健保體制的主因。

中華民國全國工業李永振則提醒，二代健保上路後，健保安全準備金雖由負轉正，尚餘二千三百多億，但健保每年支出六千億元，每年還持續成長三至四％，預估僅能維持四年左右，政府現又刻意修法，恐加快虧損時程。

對此，衛福部社會保險司司長曲同光回應，兒童與老人福利支出明明也由政府補助健保費，卻未納入政府負擔部分，才會調整費用計算基礎公式。要算入政府負擔部分，補助的部分也是健保費；至於政府欠款部分，今年已編列經費，會分四年逐步攤還。
