國庫賠付600億 國寶、幸福人壽遭接管

金管會主委曾銘宗昨日無預警宣布，接管國寶人壽及幸福人壽，接管後仍繼續營運，兩家約53萬保戶權益百分之百保障，員工權益也會依法保障，預計7∼9個月後採一次性標售。這是首宗一次兩家保險公司遭接管的案子，兩家公司恐由國庫掏逾600億元賠付。
因兩家壽險公司的股本等於虧光了，公司不再屬於原始股東。接管後，兩家公司仍持續受理保戶的繳費、保險給付、保單借款、有效保險契約變更或終止等業務，且可以繼續承接新業務。
兩家董監事限制出境
曾銘宗說，金管會是在昨日下午5點半開始進駐接管，兩家公司事前毫不知情。接管委由保險安定基金負責，安定基金已全面取代兩家公司董監事運作，兩家公司董事長等董監事已限制出境，未來也將負擔相關民刑事責任，該移送的都會移送。
對於突然被接管，國寶人壽委曲的說，原本周五要再提土地作價等增資計畫，但已來不及了。幸福人壽也無奈的說，過去一直有對財務改善計畫補件，之前希望金管會能給他們機會，但現在什麼都不用談了。
曾銘宗指出，接管後將採國華人壽模式，預計7∼9個月後對外採一次性標售。不過，由於標售時政府必須拿公帑彌補虧損，國華人壽先前標售時，保險安定基金曾借了500億元，現在還負債400億元。
他說，預計安定基金每年會有200億元的金融營業稅入帳，另外保險公司每年會繳20億元的保費給安定基金，4年後年保費還會增加到35∼40億元，預計到民國113年底，就有逾2000億元的可賠付，錢沒有問題，但未來實際賠付情形還要精算。
資本虧光8年 早該接管
曾銘宗指出，國寶與幸福目前淨值分別為負252億元及負239億元，且早在94年及95年開始，淨值就為負，當時就該接管，但金管會一直希望兩家公司自救或引進新股東，給了很多時間，公司無法完成增資，業務也有很多缺失無法改善。
其中，國寶人壽最近提出以土地作價方式取代現金增資，但土地是用信託方式並不可行，現金比例也太低，幸福人壽是增資比例太小不可行。接管是最後手段，因為要動到國庫，也是金管會最不願意採行的方式。
對於後續標售，曾銘宗強調有信心，標售對象以金融機構為主，不限保險公司，公民營、外資皆歡迎，但不會特別洽公股行庫。台新金表示，台新有意補齊旗下銀行、保險及證券事業，會去了解看看。至於先前併購台壽失敗的中信金說，對市場個案不予評論。

受遭到接管影響，幸福人壽總經理郭明枝今親上火線指出，截至上午11點為止，僅2件保戶解約案，2件質借案，金額都不大，由於帳上現金200億元相當足夠，且目前52萬名保戶中，有超過30萬戶以上的國民黨黨員，保戶權益不受影響。

郭明枝表示，幸福人壽過去曾經承接國民黨黨員保單，目前保戶中，有一半以上都是國民黨黨員，幸福人壽對所有保戶服務不變。郭強調，幸福人壽有部分舊保單預定利率高達7.5%，較目前市場行情3%高出很多，若此時解約，獲利腰斬。

據保險市場對幸福人壽解約金額估算，今日早上解約金額不到60萬元，2件貸款案也不到50萬元，由於幸福人壽已啟動危機處理小組，北中南業務團隊與保戶已啟動說明。（陳瑩欣／台北報導）
