行政院發言人孫立群今（7）日表示，為解決偏鄉地區護理人力不足情況，行政院長江宜樺核定衛生福利部提出的「偏鄉護理菁英計畫(104-107年)」，預計4年投入2.5億元，自明年起透過大學及4年的技術學院養成教育，培育200名護理公費生，畢業後分發到30家偏鄉地區醫院執行臨床護理工作，至少須服務4年以上，以加強改善偏鄉護理人力不足問題。
不過，該計畫是總統馬英九去年4月26日與護理團體座談後，就責成衛生福利部儘速研擬，但直到日前衛福部才密集邀集教育部及護理團體、相關學校等共同研議，時隔已1年多。
孫立群表示，「偏鄉護理菁英計畫(104-107年)」服務地區範圍除包含原住民及離島地區外，更擴及衛福部所指定的偏遠、離島地區的醫院及支援醫院，以及全民健保總額醫療資源不足地區。為吸引更多學生加入偏鄉護理菁英工作行列，培育對象擴大為一般生身分之公費生，不僅提供其就學補助，也提供畢業後之就業權益與義務的保障。
孫立群指出，在我國醫院普遍面臨護理人力招募困境下，偏鄉醫院更面臨嚴峻的護理人力短缺問題，依據衛福部統計資料顯示，去年偏鄉地區醫院護理人員總空缺率7.9%，較全國6.3%為高。事實上，偏鄉地區醫院無論在招募護理人員的困難度、離職率、空缺率等皆較全國其他地區的醫院為高，因此偏鄉護理人力議題是亟需優先處理的衛生醫療政策。
衛福部表示，護理人力短缺問題由來已久，近年來，由於醫療及照護生態面臨重大轉型及遽變，讓護理執業環境更顯困難。
