核四存廢經濟層面的評論，有一電費分擔的問題，似乎少見關注，在此提出討論，以供參考。

德國，在積極推動綠色能源下，電費增加負擔最大的是，中階級收入者。

整體電價，雖因大量推廣太陽能及風能而升高，但低收入戶，因有政府電費補助，故影響不大。

高收入及中高收入者，因用電量較大，而且能負擔太陽板高額安裝開支，可自行發電，且餘電回售至電網，更加減少電費支出，是現行綠能政策下真正受益者。美國加州，現在裝置太陽能板的首先條件是，月電費高於250美元。

中階級收入者，既無裝置太陽能發電板的經濟條件，也無法得到政府的補貼，只有自行吸收所有電價上漲的負擔。因此，德國現行綠能政策的結果，變成了中收入者貼補高、低收入者，引起中收入用戶極大的不滿。

德國的空氣品質已經連續兩年惡化，而這現象1980年以來便未曾出現過。
自從梅克爾首相決定要關閉核電廠，此舉導致了電廠燃燒更多的煤炭。

關閉天然氣電廠
德國最大電力公司EON，先前宣布會關閉 430 MW的Malzenice天然氣電廠，主因是處於虧損無法獲利。先前原本要關閉的Irsching天然氣電廠，因為與電網公司洽簽合約保障獲利後，才免於關閉命運。

”煤炭電廠是目前唯一能營運而且獲利的電廠，這也是為何它們的比重持續增加。”

西元2000年時，德國承諾要於2020年降低碳排放，到比1990年還要低40%的水準。

為了達到這個雄心勃勃的目標，德國計畫增加其再生能源比例，並且妥善利用該國家目前最商業上可行的無碳能源，也就是核能。
但是儘管他們十幾年前立下了雄心壯志，現狀，是他們在增建煤炭電廠，並且關閉核能電廠。（因為福島事件宣布廢核）

德國現在顯然已經於此獲取兩個重要教訓：１煤炭提供穩定，價廉的電力；２轉型再生能源的價格昂貴到超乎先前的預期。

當一座核能電廠被關閉，取而代之的就是一座燃煤電廠。至少這是德國目前的運作方式；而這也導致德國遭受了廢核副作用衝擊。
