施文儀談陸生納健保陳冲：研究是否違公務員服務法

　　行政院拍版要將來台灣就學的大陸學生納入健保，引發各方討論，
衛生署疾病管制局副局長施文儀在網路發文，表達反對立場。對此，行
政院長陳冲今天(12日)表示，他已經請行政院人事行政總處研究，施文
儀的發言是否有違反「公務員服務法」的疑慮。

　　行政院院會11日通過「台灣地區與大陸地區人民關係條例」第22條
修正草案，準備將來台灣就學的陸生納入健保，引發討論，衛生署疾管
局副局長施文儀並在臉書(Facebook)上發文，表示「陸生非全民，不應
納入健保」，引發爭議。

　　對此，行政院長陳冲12日在立法院受訪時表示，個人雖有言論自由
，但施文儀發言涉及業務，他已經請人事行政總處研究是否違反「公務
員服務法」。他說：『(原音)但是因為你有特定公務員身份，如果說發
表一些跟職務不直接相關，或跟職務上有一些間接相關的事情，在「公
務員服務法」上怎麼解釋，這是人事行政總處的專業，我請他們去研究
。』

　　陳冲表示，目前討論是否要將陸生納入健保，之後才會衍生是否會
有財務負擔的問題，一旦決定將陸生納保，一切將按照制度處理。

　　陸委會主委王郁琦也表示，陸生也有自付保費，自付額與醫療支出
相當，不至於對健保產生太大負擔，希望陸生跟外籍生一樣享有公平待
遇。內政部長李鴻源也表示，陸生是否納保應該秉持公平原則處理。
