受刑人未納健保 立委籲速解決

中國國民黨籍立委陳淑慧今天說，接獲民眾陳情指受刑人生病保外就醫，卻因沒有健保而必須負擔高額醫藥費，相當不合理；陳淑慧呼籲法務部矯正署應設法解決這個問題。

陳淑慧表示，最近1個月來連續接獲2件受刑人在獄中生病保外就醫的陳情，2名受刑人因為在現行的全民健保制度下，沒有辦法投保全民健保，但發生重大疾病時，卻得完全自付高額的醫藥費用。

她指出，日前接獲台南市麻豆區一名里長陳情，里內一名60多歲的老母親，有名40多歲的兒子在獄中脊椎受傷，保外就醫後經醫生評估需手術治療，但現行規定受刑人不能投保健保，得自費新台幣10多萬元；這名老母親無力負擔，只好向里長求援。

陳淑慧說，最後在她與里長的奔走下，替這名老母親爭取到急難救助金，並在鄰里相助下，才湊齊兒子的手術費用。

她指出，最近又接獲另一件癌末女受刑人的家屬陳情，這名女受刑人肺癌轉淋巴癌末期急性發作，現在還躺在加護病房，也是因為沒有健保而讓家屬為醫藥費用發愁，目前正積極協調相關單位替這名女受刑人恢復健保。

陳淑慧表示，現行全民健康保險法規定，受刑人或接受保安、管訓處分超過2個月的話，就必須強制退保；雖然日前二代健保修法後，受刑人未來也將納保，但在二代健保還沒有正式上路前，受刑人沒有納健保問題也亟待解決。

陳淑慧認為，受刑人一樣有人權，他們平時就沒有太多收入，難道受刑人就不會生病？遇到重大疾病如果家中無力支付醫藥費，沒錢治病的人就要這樣死在監獄？她呼籲法務部矯正署等相關單位，應該儘速協助受刑人納入全民健保，並且應重視受刑人的人權與健康。
