朱文成：考慮不買中油天然氣

台電總經理專訪（4）（中央社記者林孟汝台北23日電）台電向中油採購天然氣的慣例恐改變，因國際能源價格飆高，在面臨鉅額虧損，電價無法充分反映下，台電總經理朱文成投下震撼彈，考慮自行採購天然氣，降低燃料成本。

朱文成接受中央社專訪指出，截至去年底止，台電累積虧損達新台幣1935.77億元，加上預估今年仍要虧損539億餘元，台電虧損已近2500億元，直逼台電資本額3300億元。

他說，台電每年營收約5000億元，其中有7成要支付燃料費用，除了燃煤約750億元外，台電每年支付中油天然氣費3000億元。

朱文成以2003年為例表示，當時每度電的售電成本1.87元，其中燃料成本0.7元、其他成本1.17元；到了2012年每度電的售電成本3.04元，其中燃料成本增加到1.92元、其他成本降到1.12元。

他說，如果訴諸民意，一定沒人願意漲電價，但便利商店的茶葉蛋1顆都由5元漲到8元，民眾怎麼可能期待電價不漲？在反映燃料成本的考量下，10月第二階段的電價調整計畫勢在必行。

另外，朱文成指出，台電近年力行撙節，但效果有限，在目前電價無法真實反映成本的現實考量下，只能聚焦降低燃料採購價格及購電支出。

他指出，台電除已檢討儲煤庫存天數，由45天降至36天，省下約2億元的積壓資金外，也試行由各發電廠預估每天用電量及成本估算，以調配最低發電成本。

更重要的是，朱文成表示，美國頁岩氣的發展可能促使天然氣價下跌，為增加談判籌碼，自主天然氣源，台電正考慮不跟中油公司採購天然氣，自行建置天然氣接收站，降低成本。

他說，目前已有國內外業者向台電探詢意願，台電正逐步接觸、了解。1020623
