防海嘯！台電核一關閘門 竟得花30分鐘

台電昨天開放位於新北市金山區的核一廠，原本要展現該廠地勢夠高，安全無虞，「應可防止海嘯」，沒想到被發現要關該廠的防海嘯閘門，就要卅分鐘以上；台電坦承防海嘯閘門已有卅年歷史，會儘速改善。
日本強震引發一連串核災危機，台灣電力公司昨天在記者會表示，日本福島核電廠災變，海嘯的影響遠大於地震；因為強震引發的海嘯，造成備用電力機組失效，使核能機組無法正常進行冷卻。
台電也認為，日本東京電力公司的應變決策「有點慢」；如果一開始就把海水打入圍阻體「自毀」，情況或許不會這麼嚴重。
台電核能副總徐懷瓊表示，福島核電廠距離海岸僅一百公尺，防阻海嘯的高程設計為五公尺；但台灣現有三座核電廠及核四廠防海嘯高程設計，都達十公尺以上，離岸都超過五百公尺，抗海嘯能力比福島更大。
台電指出，核一、二、四廠廠址高程達十二公尺，核三廠更高達十五公尺，都高於八點○七公尺至十點七三公尺的海嘯可能高度；當海嘯發生時，可有效阻擋海水進入廠房。
不過，媒體發現要關上核一廠防海嘯閘門，竟得花上卅分鐘；徐懷瓊表示，防海嘯閘門是三十多年前的設計，關閉的確需時較長，台電公司將找設計公司、工程顧問公司儘速重新設計改善。
福島每部核能機組配置二台柴油發電機，作為備用電力；台電則在標準台數之外，讓二部機組再多二台共用的備用電力；另外，也配置二台氣渦輪發電機，這七部發電機只要任何一台啟動，就可以提供抽取冷卻水的所需電力。
另外，外界質疑核四的輻射屏蔽工程厚度不足，恐怕無法有效防止輻射外洩。台電公司指出，核四的屏蔽工程，已委託中華民國輻射防護協會進行分析，分析結果符合原設計公司美國奇異的工程技術規範，安全無虞。
