取消軍教薪資免稅案在立法院上會期末急採煞車喊停，但在馬英九總統指示下，下會期再
度闖關，列為優先法案。國民黨內不少立委仍有雜音，前次立委補選與縣市長選舉，過去
藍營鐵票的軍人與軍眷都投下空白票或廢票，取消軍人免稅就是反彈原因之一。國民黨立
委認為，這是搞文化大革命，基於賦稅公平立場，配套還有疑慮，尤其軍人與教師性質不
同，不應強迫軍公教適用同一標準。

中將退伍的國民黨立委帥化民表示，軍教是否應交稅，基於課稅公平是可以討論的議題，
但現在時機欠佳，不景氣情況下，若是以平衡為名，過去被視為辛苦階層的軍教人員，現
在當成眼紅的對象，並非好事，這好像文化大革命一樣。他說，目前為止他並未被徵詢意
見，他將在立法實務研討會表達自己的想法。

帥化民說，政府不應將軍公教視為一體，三者的付出、所得、責任都不同，沒有道理強要
拉平。他說，為何報考高普考民眾多、考軍人的少？考警察特考的多、考軍人的少，可見
軍人的付出、壓力都是最大的。他認為，政府應該是整體檢討軍教人員的責任義務，所得
是否反應付出，而非挖東補西，一邊課稅、一邊發給津貼。

上會期在財政委員會審查時，立委費鴻泰也認為，軍人職責是保家衛國，生命受威脅程度
比公教人員高，軍人長期派駐在外，部分校級軍官退休後面臨婚變及就業困難的問題，薪
資給付上，政府應把軍人跟公教人員分開處理。

取消軍人及中小學教師薪資免稅案，自民國91年起多次推動，今年1月再度在立法院財政
委員會審查仍無法推動。多數立委質疑軍教人員薪資恢復課稅後，政府承諾「課多少、補
多少」的配套措施不明確，全案保留直到詳細的配套方案送交財委會後再議。

另外，去年縣市長選舉期間，國民黨在桃園鐵票區選票未開出，起因於當地群聚的現役或
退伍軍人與眷屬，不滿馬英九處處討好綠營，不顧軍人行業的高風險，一定要課軍人的稅
，私下聯繫一起投廢票，國防部清楚基層對課稅反彈聲浪，但也無力與中央爭取。

桃園立委朱鳳芝說，立委補選候選人陳學聖的選區，有許多眷村，這時推取消軍人免稅，
對選情一定有影響，加上馬英九取消退休將領的獎勵金外，還要他們追繳五年領的錢，引
發許多退役將領與家屬的反彈，他們投票的意願會更低，這些軍人不會支持民進黨，但是
對馬英九失望透頂，馬英九自己還不知道，過去的強烈支持者，現在利用不投票或是廢票
表明不滿。
