（中央社記者高照芬台北十六日電）行政院經濟建設委員會今晚表示，有關發放消費券的政策，目前尚未有定論，媒體不需多做憶測，待定案後，最快在本周召開記者會，對外宣佈細節。

經建會主委陳添枝、副主委胡仲英今天直至晚間手機均關機。幕僚表示，在消費券政策規劃沒有定論之前，陳添枝不接受單一媒體採訪；一旦發放消費券的政策定案後，將統一通知媒體進行採訪。

財政部長李述德晚間接受中央社記者訪問時也表示，經建會研擬發放消費券一案，至今沒有定論，之前行政院新聞局對外公布的方案也僅是規劃方向；所以有關發放消費券的財源籌措問題，不便對外透露。

李述德指出，政府籌措財源有一定機制，未來政府發放消費券政策定案後，財政部一定會依照「預算法」、「公共債務法」等法案，依法統籌調度財源。

行政院新聞局長史亞平昨晚表示，行政院長劉兆玄晚間率財經部會首長向總統馬英九報告提振景氣總體方案，包括經建會研擬的消費券方案，方案設有排富條款，規劃明年第一季實施。

另外，行政院官員透露，發放消費券方案若能順利完成細部規劃，預計明年三月就能實施，作為近貧補助方案的再擴大，也就是說，消費券方案將取代近貧補助方案，兩案不會同時並存。

據透露，根據經建會的初步規劃，發放消費券的對象鎖定在家戶年所得在120萬元以下，發放金額則分為兩版本。

第一種是1戶以3.5人計算，每戶發放8000元，預算規模為約500億元；第二種是一戶以3.5人計算，每戶發放1萬5000元，預算規模近1000億元。

不過，媒體今天報導，消費券發放規劃三種版本，分別為每一戶以3.5人計算，每戶發放8000元、1萬元、1萬2000元等三版本，仍有待政策最後決定。971116

消費券政策即將拍板定案，行政院最新方向已經確定排富，僅適用家庭年所得一百二十萬元以下者；至於每戶發放金額，縮小至一萬元與一萬五千元兩方案「二擇一」，初估至少有五百萬戶家庭可以受惠。經建會預計明天將規劃案呈報行政院。


至於消費券經費來源，控制在一千億元以下，行政院將提出追加預算，最快本周四行政院會可望通過。據了解，總統馬英九十分關心消費券政策，指示行政體系「動作要快」、「力道要大」。


有關消費券的使用限制，財經相關官員透露，為達刺激景氣效果，將不設太多限制，原則上持券者只要在開立統一發票的商店都可以使用，希望刺激消費的效果一切程序從速、從簡。因為商家須開立發票，一般傳統菜市場可能排除在外。


未來民眾是拿到儲值卡還是提貨券？官員指出，儲值卡的成本較高，防偽功能較好；反之提貨券的成本低廉，防偽功能欠佳，所以發放形式目前尚未定案，仍待本周邀集相關部會繼續研商。


財經官員估計，若每戶發一萬元，總經費約六百億元；若每戶發一萬五千元，總經費約九百億元。因為經建會擬設計排富條款，家庭年所得一百二十萬元以下為消費券發放對象，估計受惠家庭約五百萬戶，占全國總家庭數百分之八十八。


官員強調，具體細節會很快出爐，希望本周四即可提報行政院會處理，並在本會期向立法院提出追加預算。
