12年國教要重蹈覆轍嗎（王立昇）

日前馬總統於主持中樞紀念植樹節活動時表示：教育就像種樹，應該因材施教，讓學生適性發展。誠哉斯言！依此政策宣示，12年國教各項方案都應好好檢討。

農曆年前，中央研究院發布《高教教育與科技政策建議書》，認為近20年來台灣錯誤地推動了「廣設大學」的政策，造成學歷貶值及人才素質漸趨低落。教育就是要「修率性之道」，讓學生能依據自己的性向、興趣與能力學習與發展。有的孩子喜歡走學術路線，有的孩子適合學技藝，條條大道都可往人生幸福美滿之路。
古希臘哲學家亞里斯多德說：「給不同條件的人相同之待遇，就像給相同條件的人不同之待遇一樣的不公平。」不同天性的孩子就要有適合其發展的學習環境，一般而言，大學教育是給適合走學術路線的孩子，而技藝型的孩子則要有好的技職教育環境。因此，從「適性教育」的觀點而論，「廣設大學」、「重通才、輕技職」的政策一開始就是錯的。

未考量適性令人憂
近日教育部表示，將參考德國等國家的成功經驗發展技職體系。在德國，學生在10歲即開始探索自我，進行分流，強調適性發展。德國的二元分流教育制度已成為其建議解決歐債問題的6大方案之一，而其每年進大學的學生比率僅約3成。但在台灣，不少技職學校的學生都以上大學為首選。台灣人力資源配置已不符個人及國家發展需要。
為減輕升學壓力、讓每位想讀大學的學生都能進大學，廣設大學政策於1996年《教改總諮議報告書》行政院通過後開始推動，資源平均分配的「平等主義」是主要思考方向，但因未考慮適性的原則及外在環境因素而致失敗。教育問題嚴重影響了社會安定及經濟發展，造成社會問題及產業問題，真所謂「錯誤的政策比貪污還可怕」！
12年國教實施在即，若依循過去的教育政策制定程序，再彈「平等主義」、「均質化」的調，卻未將「適性主義」納為主要考量因素，推動12年國教的後果令人憂心！
政府應當趕緊檢討過去教育決策的缺失，擬定嚴謹完善的教育政策制定程序，再從「適性教育」的觀點出發，嚴格檢視現行規劃之12年國教各項主張與配套措施，方能引領人民與國家走上幸福安定之路。

「清潔隊招考，碩士搶破頭」、「公務人員初考放榜，26博士全槓龜」。近幾年時常可以見到這類博士、碩士搶著應徵基層工作的新聞，政府、媒體、大眾對於這樣的畸形現象，除了在新聞播出的當下將議題拿出來議論個兩句，事過境遷之後似乎又不當一回事。
