英部長稱急需改變醫療體係消極文化

　　新華網倫敦３月８日電（記者劉石磊）英國衛生大臣傑裏米‧亨特８日說，國家醫療服務係統（ＮＨＳ）急需改變“甘于平庸”的內部文化，追求卓越的醫療服務水平，否則“奪命醫院”醜聞還會出現。

　　英國斯塔福德郡醫院上月被曝存在嚴重玩忽職守行為，許多病人因得不到應有治療而死亡。此後又有十余家醫院陷入“奪命”醜聞，ＮＨＳ飽受批評。

　　亨特當天發表講話說，ＮＨＳ是定義現代英國的標志之一，６５年前創立時，ＮＨＳ不僅致力于實現“平等醫療”，同樣追求卓越。而現在這一體係中充滿不思進取的文化氛圍，只求避免最壞的結果，這將帶來更多像斯塔福德郡醫院那樣的醜聞。

　　去年作為文化大臣負責奧運會事務的亨特還打比方說，如今ＮＨＳ中的許多人就像賽場上只求“不做最後一名”的運動員，不追求一流的醫療服務水平，滿足于完成最低目標。

　　亨特認為，ＮＨＳ中的消極文化已經影響到醫療水平和質量，如在２０個工業化國家中，英國治療乳腺癌的５年存活率排名第１６位，直腸癌和宮頸癌分別排第１７和１９位，去年甚至有７０例醫生對病人錯誤截肢或在錯誤部位實施手術的醫療事故。

　　他說，必須改變ＮＨＳ中甘于平庸的態度，才能確保醫護人員將病人安危放在第一位，提高醫療服務質量，杜絕醫院醜聞。

　　創立于１９４８年的英國國家醫療服務係統是當時頗具“開拓性”的全民免費醫療服務係統，為國民提供“所有人都能享受、免費、以需要而非支付能力為基礎的”醫療服務。但近年來在經濟不景氣的大背景下，一些醫院將削減開支、降低成本作為“業績目標”，醫療服務質量屢受詬病。
