　旅行社競相殺價，零團費團越來越多，近日出現陸客隨觀光團來台卻離團去作業務，鑽法律漏洞的新怪象。陸客來台人數增加，頻傳意外事件，不過，真正讓國內旅行業者傷腦筋，則是陸客來台旅遊生病就醫後，積欠的龐大醫藥費。旅行業者說，至今有百起，觀光局日昨還扮起討債公司，跨海要大陸官方協助討錢。

　「來台第二天，人就自己跑去新竹科學園區找廠商！」導遊邱肇說，陸客觀光團來台有三分之一時間可合法申請自由活動，即使逾期未歸隊，只要能在團體搭機離台前出現，相關單位都不會處罰。陸客抓到漏洞，捨棄須自費簽證、機票與住宿費的參訪團，改參加零團費觀光團，形成國內治安的漏洞。

　來台觀光旅遊還可兼治病？五月七日，遼寧旅客李德時入住台中飯店時跌倒住院，經診斷為出血性中風，至今兩個多月仍未出院，積欠的醫藥費已達到一百四十萬。國內接待旅行社無法支付，當事人及其親友不僅表示無力負擔，還進一步索賠。

　旅行商業同業公會全國聯合會秘書長許高慶表示，陸客開台觀光四年來，陸客積欠的醫藥費已近百件，每件少則數萬元，多則上百萬台幣，吳德時只是其中一例。

　本月初在台灣發生車禍的哈爾濱車禍事故，目前還有八位陸客及兩位親屬至今還未返陸，賠償金談不攏是重要因素之一。

　「台灣旅行社照顧太好，陸客不想回去了！」中華兩岸旅行協會理事長許晉睿指出，來台陸客多是上了年紀的千歲團，行程勞累，就很容易生病，且陸客幾乎都沒有保險，醫療費用多由台灣旅行社代墊，但幾乎沒有陸客歸還。

　許晉睿指出，更糟的是，來台旅遊兼醫療的情況越來越多，住院旅客的親友還會跨海來台照顧兼旅遊，費用也都由台灣旅行社埋單，「呷好倒相報」後恐將成為風氣，現在已成為旅行社最大的夢魘。

　「觀光局便成討債公司了！」交通部觀光局業務組長楊永盛打趣的說，繼幫忙國內旅行社追討大陸組團社積欠的團費後，本月初兩岸觀光單位會商時，我方也正式要求大陸方面推動出國旅客保險制度，以及歸還積欠醫療費用。
