「搭錯車免付錢」！怎認定？霸王車恐增

搭錯公車白花錢的經驗幾乎人人有，消保處卻推出新草案，坐錯公車不但免付車資，還可搭到較近的轉乘站下車，最快7月就要上路，倒是法令一出，讓不少公車業者跳腳，畢竟「搭錯車」難以認定，「搭錯車免付錢的」法令也沒配套措施；消保處回應，只能相信民眾，業者更擔心，幾乎每天都有搭霸王車的情形，會因此越來越嚴重。

「係金ㄟ」，消保處通過新草案，搭錯市區公車免付費，還能選擇坐到最近的轉乘站下車，新法令7月上路。公車廣播：「來龍山寺往科教館喔。」

消保處甚至要求業者，如果乘客已經付錢，還要開一張「誤乘證明」，讓民眾能免費搭下班車，坐錯車經驗幾乎人人有。民眾：「我只是上去而已，我馬上又下來，他(司機)說等一下，那我已經刷了耶，他(司機)說已經到了，也沒辦法啊。」

民眾：「如果有人是故意的，就是還是有漏洞。」

客運業者表示，幾乎每天都有乘客搭車不付錢，就怕民眾仗新法條，「正大光明」搭霸王車，要防堵白搭車的奧客，關鍵在怎麼「認定」搭錯車，但消保處卻沒配套措施，只說端看民眾良心。

消保處簡任秘書陳星宏：「相信民眾有99%以上是善意的，會因為這樣去占小便宜，或者搭霸王車的人，畢竟算是少數。」

客運業者副總簡有政：「必須要有一個配套出來，我如何來執行，你要讓公車業者可執行。」

儘管保護多數消費者，出發點是好的，但法令一出，就有強制性，最先面對難題的公車司機，就怕有越來越多乘客，用一句「不好意思，我搭錯車了」，來代替車資，讓美意扣了分。
