衛署補助46.7億 人力荒沒改善／消基會籲公布護士缺額10大醫院

〔記者楊久瑩、洪素卿／台北報導〕解決血汗護理只是虛晃一招？為改善護理人力及照護品質，衛生署自九十八年起到今年，已編列約四十六．七億專款用於增加護士人力及報酬；但消基會批評，護理人員去年的月平均數較前年僅增加一．九二％、一七○九人，成效有限，衛署應公布住院護理人員缺額前十大醫院，並限期改善。

不過，衛生署照護處處長鄧素文認為，公布將有副作用，醫院除不容易募集人力，也會加重原有護理人員負擔。衛生署已決定改變評鑑方式，以醫院一段時間的人力配置來評鑑表現。

消基會昨公布，九十八年起衛署共編列了高達約四十六．七億專款用於住院照護品質及報酬提升。前董事長謝天仁批評，政府砸大錢、預算年年增，但護理人力卻跟不上錢增加的速度，以一百年衛生署編列的十億元用於提升住院護士的待遇來看，將錢平均分配給一七○九人，每位護理人員一年可多分得五十八萬五千元、相當於每月再加薪四萬九千元；但事實上，許多護士連四萬九千元薪水都不到，難怪護理界質疑，醫院把補助款拿去蓋大樓，吃乾抹淨。

根據護理師公會調查，衛生署專案的經費並沒有實質回饋到護理人員身上，國內的護士白天要照顧八到十三位病患、小夜班十到二十位，大夜班約照顧二十到三十位病患，護士不過勞也難。

如果再從健保總額內醫院部門總額經費增加的狀況分析，則健保局從九十八年到一百年的醫院總額逐年增長，今年更較去年成長四．七七％，總計九十七年至今政府補助於改善醫事服務的總額經費，已增加了五三七億。

董事長蘇錦霞批評，衛生署非但沒要求醫院補足護理人員，卻要再編預算因應，甚至減病床，結果竟是消費者買單！衛生署應公布住院護理人員缺額較多的大型醫院前十名，列為重點觀察目標，要求醫院限期補足。另專款補助也應查核、公布，杜絕「專款沒有專用」的弊端。

健保局專委李純馥回應，今年起健保局除了獎勵達到評鑑人力配置標準的醫院外，其中七．五億用於獎勵增聘護理人員。同時也要求醫院半年回報一次款項使用情況，並在網路上公告。

健保局提供的資料，，99年預計總醫療支出高達四千九百三十九億。98年至101年多給537億，平均一年多給不到135億，增加不到2%，趕得上物價與水電上漲嗎?98年到現在物價通貨膨脹漲了多少，20億專款，全部分給護士，20億除以31087人再除以12個月，等於每個月只能領536元，每個月多536元有感覺嗎?護士從98年到現在被增加的薪水應該超過這個數字吧，還要拿其他人的產值來貼給她們哩!護理人員是很辛苦的!但是消基會與健保局只是在打烏賊戰，混淆視聽，是共犯結構，是血汗健保的幫兇!沒有血汗健保哪來血汗醫護人員? 536元再除以30天,不到18元!加的薪水護理人員在上班時用餐時連加點一份燙青菜都不夠!健保局和消基會何不把標題改為: 健保局專款加薪只夠讓護理人員兩人共吃一份燙青菜，如何?這樣比較貼切吧!
