看衰健保？不改家戶總所得　楊志良：健保撐不到15年

健保不能倒，卻可能被錯誤的政策玩到倒？馬英九總統五二０即將就職連任，台灣醫療改革基金會今（16）天找來前衛生署長楊志良、前健保局總經理朱澤民召開記者會，公開向總統喊話，想要拚歷史定位，就應優先解決健保費收取不公問題，楊志良更直接「看衰」，認為若不回歸家戶總所得制，健保恐怕撐不到15年。

在這場「總統先生，這才叫歷史定位」記者會上，醫改會要求總統別當不知民間疾苦的總統，應承諾解決健保保費收取不公、醫療資源分配不義、醫院經營管理不仁，對三大醫療弊端開刀。

馬總統得當心，得不到歷史定位，反換來歷史罵名！過去曾力挺馬總統改革的楊志良提醒，健保如何永續經營，將是馬總統連任必修的功課，健保改革不能越改越糟，讓內、外、婦、兒科四大皆空更嚴重，護理人力全跑光。

明年元月即將上路的二代健保，將加收「補充保費」來填補虧損，楊志良也認為無助於改善現行收費制度的不公平，他呼籲應懸崖勒馬，儘快回歸最早所規畫的家戶總所得制。

楊志良表示，目前的健保收費延續公勞保制度，仍保留6類14目，很多人明明所得收入差不多，卻因投保身分不同，而有不同負擔比率，形成漏洞，加上「論口計費」對人口眾多的家庭也非常不友善，他推估，若再以薪資為主收費，在人口老化嚴重的台灣，健保恐怕撐不到15年。

拿經常性薪資作為保費費基，朱澤民直指，正是造成健保入不敷出的主因，因為國人經常性薪資占所得比例，正在逐年遞減，根本不夠健保醫療費用支出，唯有採家戶總所得制，才能真正擴大費基，更符合量能負擔的公平原則，否則補充保費收再多，也不過多200億元，杯水車薪，未來健保勢必仍得連年調漲。

楊志良和朱澤民都呼籲馬總統，既然強調連任之後，要追求的是歷史定位，而非討好選民，就更應該要拿出理想性的作為，還給民眾原汁原味的家戶總所得二代健保。

醫改會董事長劉梅君強調，補充保費在財務面的公平性，不僅進步有限，還徒增擾民的徵收成本，馬總統擁有國會多數的絕對優勢，應該有魄力領導改革，儘速修法回歸以家戶總所得為基礎的收費方案，取代臨時拼湊、急就章的補充保費。

中產階級是社會最重要的結構，但是在台灣，卻是被剝削最嚴重的一群。
在台灣，政治上想要走直接民主，但卻妄想要實施平頭式的社會主義醫療
這就是台灣全民健保，簡直是世界奇蹟！
