我覺得從兩方面著手

1開源--牽涉到保費
2限縮服務量--牽涉到競爭與收入

都很難
所以無解

3 限縮服務項目

不是任由自己說了算 要參考國際間的 原則上 人家歐美 日本 韓國.....等很貴的全民保險都保不起的項目 台灣不應該有 所以 中醫第一個該離開改全自費 甚至牙醫也可以考慮改附加險或全自費（有些國家牙醫不保 對吧？）
