骨質疏鬆症這幾年成了國人的文明病，藥品也陸續上市，因此健保局對藥品的使用規定依醫療證據作全面檢討後，這次修訂重點在於把骨質疏少症(Osteopenia）納入給付，同時對骨質疏鬆症（Osteoporosis）作明確定義，以利客觀認定。
衛生署指出，過去健保給付的藥品大都以骨質密度值小於-2.5之因骨質疏鬆引起之骨折患者為限，未來將放寬第一線藥物（如：福善美錠等）亦可給付於骨質疏少症（骨質密度值介於-1.0及-2.5之間）引起兩次或兩處骨折病患。同時，活性維生素D3製劑為治療骨質疏鬆症必要之輔助藥物，先前因價格昂貴而限制不得與骨質疏鬆治療藥物同時給付，目前該類製劑價格已較為低廉，本次修正亦放寬可不再限制同時給付。
另外，過去藥品給付規定並未對骨質疏鬆症及其檢驗方法作明確規定，本次修訂採用世界衛生組織（WHO）對於「骨質疏鬆症」的定義（骨質密度值T score小於等於-2.5），並考量一般使用之超音波簡易測定的數值並不精準，以雙能量X光吸收儀（DEXA）檢測特定部位之骨密度值較為準確，因此規定骨質密度值以DEXA檢測，可避免診斷及用藥浮濫。誠如醫界所言，骨鬆藥物長期服用有後遺症，因此仍應謹慎為之。如果民眾在甲醫院作DEXA檢驗，因故轉換醫院治療，只要將檢驗報告副本或影本交給乙醫院貼在病歷上，一樣可以得到給付。
這幾年來骨質疏鬆藥物陸續上市，藥品支出大幅增加，健保98年用於治療骨質疏鬆之藥物費用已高達約28億元，醫界及民眾應共同愛惜健保資源。許多骨質疏鬆都是因為生活或飲食習慣所引起，調整自己的步調（如含鈣質之飲食以及適當之日照與運動），才能確保健康。
衛生署表示，藥物只是給予輔助，並非萬靈丹，長期服用也有副作用，近年來陸續有服用第一線骨質疏鬆藥物來預防骨折，卻造成非典型骨折或食道炎（癌）等之案例，服用前最好與醫師充分討論。
依照國民健康局教導民眾如何預防骨質疏鬆症的日常保健方法，內容包括：一、增加鈣質攝取，國人膳食營養素每日鈣質參考攝取量，一般成人為1000克，可以於小魚（連骨進食）、魚乾、蝦類、蛤及牡蠣等食物中攝取。
二、適當的運動，選擇適合自己運動（如游泳、太極拳等），避免需要碰撞或快速移位的運動。有些負重運動(如慢跑、騎單車、步行、提重等)能增加骨質，但患有關節炎者，應避免負重運動。
