二代健保草案擠進立法院臨時會，但衛生署長楊志良上午表示，因在野黨立委缺席，加上沒有經過政黨協商，執政黨不敢強行通過，該案很難在臨時會中有結果，二代健保明年無法如期上路。儘管失望，但楊志良說，會努力到最後一分鐘。

民進黨黨團已表明不參加立院臨時會，所有議程由國民黨立委掌握，只要二代健保草案列入議程，就一定能過關。但五都大選即將來臨，在政治及選票考量下，這項爭議性草案臨時會恐將胎死腹中。

楊志良連續兩天到立法院參與協商，但在野黨立委並未出席，讓他相當失望。楊志良無奈地說，執政黨高層認為沒有與在野黨協商，不方便強行通過二代健保草案。所以二代健保法要在臨時會中三讀過關，「恐怕很難」，這也表示二代健保無法如期在明年上路。
