台中角頭翁奇楠命案，引發警紀弊端重創警察形象，警察黑道如何交往分際該怎麼拿捏，外界關注，警政署特別修改相關規範，未來警察與黑道人士接觸，將從「報備制」改為「報准制」，事後還要又書面報告，老刑警很感嘆樣，那就別再要求破案績效。


台中官警在翁奇楠槍擊命案現場打麻將，引發各界對警方黑白不分的疑慮，就連馬總統都說重話，要求警黑之間設紅線，警政署火速制定黑白規範，警察未經核准，不得跟黑道份子、特種業者有接觸。


新規範將過去和黑道接觸的報備制改成報准制，事前事後還得寫報告，見面時還不能選在賭博，色情，毒品等非法場所。


消息傳出，基層員警有反彈，認為這根本沒法辦案，曾是第一線刑警隊長的葉海瑞不諱言，新規定一定會影響破案績效，規定這麼嚴，實行起來可能不容易。


警政署下重手，相關辦法還得等內政部核定，非常時期的非常手段，警政署也說會將新規範將採由下而上的方式凝聚基層共識，減低衝擊。
