(中央社記者陳清芳台北29日電)二代健保試算版本曝光，衛生署長楊志良初步估計，6成民眾的健保費將減少，連單身戶都有4成會下降。健保局長鄭守夏說，民眾健保費率2.5%起跳，月繳健保費最低約300元。

立法院社福及衛環委員會今天討論全民健康保險法修正草案，衛生署就健保費用分攤比率、政府健保費用成長率、所得下限、應否提撥健保安全準備金，試算出二代健保的民眾費率介於2.57 %到3.06%，至於雇主費率另依公式計算。

在政府分攤的健保費用方面，衛生署試算二代健保方案中，擬將政府健保費採固定佔率 (28%或30%)，或隨國內生產毛額 (GDP)成長率採政府健保費成長率 (估計2.7%或4%)。

各種試算方案中，暫定民眾家戶年所得上限為750萬，下限15萬或12萬。健保局長鄭守夏指出，將全台900多萬戶籍戶與540萬稅籍戶的所得總歸戶之後，大約有30%到40%的台灣人，年所得在下限以下。

在各方案中，政府的健保費攤比固定為30%、不必提撥健保安全準備金、民眾所得下限15萬元，對民眾最為有利。衛生署試算民眾的健保費率為2.57%，戶內每口最低月繳健保費321元，總所得超過750萬元的戶內每口月繳1萬6062元。

楊志良說，未來健保費是以家戶計算，所得超過上限、或低於下限的人，才會細算每口的健保費，在上下限內之家的家庭，依全家所得計算總保費，不必再細算眷口數。

楊志良說，雖然試算10多種不同費率版本，但約6成的民眾保費都會減少，即使單身戶都有40%會減少，只有單身高薪或其他所得高，才會增加保費。

鄭守夏說，不論怎麼算，民眾的健保費率都是2.5%起跳。
