誘藥房賣西瓜霜 警奧步搶績效

行政院要求加強查緝偽禁藥，桃園縣議員劉茂群昨痛批警方為爭績效使用「奧步」，有員警佯裝客人，以釣魚方式半哄半騙，央求藥房賣給未經核准進口的大陸製西瓜霜，隨後抓人、移送，故意入人於罪。

劉茂群昨天在議會質詢說，行政院把防範、查緝偽禁藥當作重點工作，警方為爭取績效，竟要脅基層「沒績效就不要休假」，逼得基層「釣魚」辦案，手法引發民怨。

劉茂群質詢結束後陪同被警方取締的蘇姓婦人出面說明。蘇婦說，十九日有一名男子到藥房表示家裡有人喉嚨痛、聲音沙啞，詢問「有沒有西瓜霜」。

蘇婦說，她告訴對方店裡沒賣西瓜霜，建議買喉片就好，對方說不行，還直搖頭說「怎麼辦？」她不忍，因此拿出家裡自用的西瓜霜，「如果不嫌已打開用過就賣給你」，對方說「用過也可以」，還一直說謝謝。

蘇婦表示，男子掏出一百元，她找了廿元後，對方就掏出服務證，表明是警察查緝偽禁藥，要她帶路到房裡「搜索」。

蘇婦說，警員在屋內找了約十分鐘，確定只有這瓶西瓜霜後，說要抓她去作筆錄。當時家裡只剩中風丈夫，她再三拜託讓她打電話給女兒，等女兒回家照顧，她再和警員去分局，警員拒絕，「下午三點被抓走，直到翌日凌晨零時被裁定一萬元交保才回家」。

桃園縣警方表示，員警取締手法有「討論」空間，但不違法，例如抓色情行業，不裝成客人進場，怎會得知小姐脫光光？

警方並說，查緝偽禁藥敘獎和一般刑案一樣，成案就記嘉獎，「並不如外界想像，還不如取締酒駕，抓一個就記兩支嘉獎」。
