衛署：大陸血漿僅用於體外試劑

（中央社記者陳麗婷台北20日電）經濟部國貿局開放進口大陸血清及血漿，引發關注。衛生署今天表示，大陸進口血漿主要用於體外診斷試劑，不涉及輸血使用；國人接受的輸血來源，都是國人所捐的血液。


國貿局日前去函衛生署，詢問對進口大陸血漿的意見，衛生署醫療器材與化妝品組長劉麗玲表示，國貿局當時說明，大陸進口血漿用於體外診斷試劑，衛生署因此回函沒有意見。


劉麗玲說，體外診斷醫療器材是指蒐集、準備及檢查取自人體的檢體，作為診斷疾病或其他狀況而使用的診斷試劑、儀器或系統等醫療器材。體外診斷試劑為前述任何試劑、校正物質或對照物質。


她指出，體外診斷試劑中，常用動物或人類來源的血清、血漿，作為試劑穩定劑或緩衝液，通常視試劑組成，選擇合用的物種來源，且是在稀釋後加入試劑中，因此含量非常低。


外界質疑大陸是愛滋病、瘧疾風險地區，為何還要進口大陸血漿？劉麗玲說，人類血漿若是用於體外試劑，目前並沒有限制國家；但如果是動物血漿，來自狂牛症疫區就不能進口。


不過，她說，對於廠商進口原料，衛生署會要求廠商提供安全證明文件，例如血品來源是否正當、檢驗方式需符合世界衛生組織（WHO）公認的檢驗方法，並且會不定期稽查。


劉麗玲說，國貿局當初公告時可能沒有說明清楚，只說開放進口大陸人類血漿，才會造成外界誤會。衛生署22日將去函國貿局，請他們將公告寫明血漿用途是體外試劑。990320（中央社資料照片）
