四大超商傳真全都不願意降價 消保會建議去郵局

堅不降價！經消保會協商四大超商傳真費問題，消保會今天再邀集四大超商業者開會，超商業者仍表示無法降價，消保會對此表示遺憾，並建議民眾若需要傳真，可在上班時間到郵局比較便宜。


消基會得知之後，秘書長黃鈺生表示，要再了解之後才決定後續是否有抗議動作。


四大便利超商傳真服務費用，同縣市每頁15元、不同縣市每頁20元，被批評太貴，消保會上週邀集業者開會以道德勸說及民眾觀感為由，希望超商能降價或對特殊弱勢族群及量大族群，提出優惠配套，但結果是業者全都不願意降價。


今天會中超商業者都表示，傳真業務的相關設備租賃及維護的固定成本偏高，且傳真是偶發性的服務，民眾的利用率不高，實無利潤可言，因此無法降價。對於消保會提出的對弱勢族群及量大者提供優惠或折扣，業者也表示很難提出配套。


消保會督導組組長劉清芳指出，消保會對此表示遺憾。她說，由於商品價格屬於市場機制，公權力也無權干預，消保會才以行政指導的方式介入，希望便利商店顧及民眾感受，及以企業形象考量，或對偏遠地區民眾、學生及低收入戶或傳真數量較多者給予折扣。


劉清芳表示，今天會議結果令人遺憾，超商業者罔顧民眾感受，恐難獲得消費者認同，但本案亦考量業者立場，倘過於干預業者經營，致使業者全面取消傳真服務，勢將造成民眾更大的不便，並非民眾之福。


消保會呼籲消費者，如有傳真需求，可利用郵局提供的服務，同縣市每頁10元、不同縣市每頁15元，不過郵局只限上班時間提供服務，無法如超商24小時皆可利用。


至於超商業者是否涉及價格聯合行為部分，行政院公平交易委員會已主動了解中。
