長期照護險 擬全民納保

〔記者黃維助、魏怡嘉、王貝林、黃以敬／綜合報導〕政府刻正積極推動「長期照護保險制度」，行政院長期照護保險推動小組昨召開委員會議，對於外界關注的保險對象範圍，委員會議的共識是採全民納保，預估初期一年預算約二百五十億元至三百億元，最快於民國一百年春天開辦長期照護保險。

長照保險推動小組召集人、政務委員兼經建會主委蔡勳雄指出，財源結構及財務問題，保險給付支出的勞、雇、政府等各方負擔比率，還要再估計精算，將留待下次會議再討論。在全民納保的情況下，預估初期一年預算約二百五十億元至三百億元。

衛生署長楊志良表示，二百五十億到三百億元只是其中一個照顧需求規模，各案之間的差距很大，衛生署正著手於全台進行照護需求調查，第一階段預計在明年三、四月完成。

民眾自負四成 平均每月繳83元

如果採全民繳費，長照保險推動小組參照國外相關資料估計，一人每月要繳的長照費用大約是健保費的七分之一，以目前國人平均投保薪資三萬一千六百三十八元計算，現階段每月要繳的健保費大約是一千四百四十七元，七分之一大約為二百零七元。

楊志良表示，目前長照規劃全民繳費自負比率傾向為四十％，因此每個人每月要繳的長照費用大約是八十三元，至於雇主和政府負擔的比率還要再討論。

台大社會系教授林萬億提醒政府，長照保險最重要的不是收費，而是服務，目前國內長照服務環境嚴重不足！

學者批急就章 加重負擔難獲認同

林萬億指出，日本花了十年建設長照服務體系，因此民進黨政府前年提出長照十年計畫，原希望政府先做好照護軟硬體建設、人力培訓等，才向民眾收保費；但改朝換代後，這一年基礎建設幾乎停擺，政府卻要提前到一百年、亦即兩年內就向全民收保費，根本是「急就章、推卸責任」。

林萬億並指出，長照保費如果比照健保，保費不僅民眾要負擔三十％，雇主也要負擔六十％，經濟尚未好轉狀況下，社會真的能接受這些收費？且長照基本上是要照顧「失能」老人及重度障礙者，疾病還是由健保給付，估計只有三十多萬的民眾可立即用到長照服務，政府這麼急著向全民收錢，要取得認同恐不容易。

民進黨團書記長葉宜津表示，長期照護工作應該要做，但現在正值企業不景氣、全民苦哈哈的時候，又要推長照保險，徒然加重中高齡及雇主的負擔；政府還是先把勞保、健保財務問題解決再說！
