垃圾清潔處理費隨水費徵收 不公不義！



日前，行政院院會通過「國土計畫法草案」，該案訂定將成立1000億元的國土永續發展基金，財源除由政府編列預算支應外，另明定可於水、電費中附徵國土復育費。
針對此點，消基會表示，國土復育原本就是政府應該做好的工作，一直以來，民眾已經納稅，讓政府去做這些事情，現今國土復育沒做好，遭逢颱風、豪雨，引發土石流，讓民眾身家受到嚴重影響，政府不思檢討，卻想另外增稅，轉嫁給消費者負擔，違背公平正義原則；而且，上一代的錯誤國土政策，要下一代承受，已經不合理，水、電費跟民生息息相關，這種附徵費用方式，更是讓人無法接受。
消基會指出，除了日前討論的國土復育費之外，長久實施的隨水費徵收垃圾處理費用，亦是一個不合理制度。
行政院環境保護署於80年7月31日訂頒「一般廢棄物清除處理費徵收辦法」，將廢棄物清除處理費採隨水費徵收，但後來考量用水量與垃圾量並沒有直接關係，且各縣、市統一訂定收費標準難以客觀公平等問題，因此環保署於87年12月2日修正「一般廢棄物清除處理費徵收辦法」，規定直轄市、縣市政府可依需要訂定不同之收費方法及收費標準，並於89年12月16日公告「一般廢棄物清除處理費反映清除、處理成本徵收比率」。
但這樣的廢棄物清除處理費徵收辦法合理嗎？
