民國卅八年，報紙的頭條幾乎都是國共內戰；不過，乍看可能會誤認國軍正大獲全勝。

因為在消息不靈通的情況下，只有單方面戰報，因此幾個重要城市的失守，報紙上呈現的報導，先是「固若金湯，信心十足」，再來「主力決戰，空前勝利」，變成「大舉增援，乘勢掃蕩」，最後卻轉為「我方主動撤出，共軍傷亡慘重」…多看幾次才會發現，所謂「大捷」、「增援」、「勝利把握」、都是虛詞，又喪失一座城市，才是事實。

政府一次次在報上宣稱「反敗為勝」，實際戰況卻一次次令人失望，落入共軍的淪陷區範圍愈來愈大，許多人不免信心動搖。

因應共諜活動，國民政府新成立保安司令部，掃蕩與逮捕的動作毫不手軟；「共軍」、「共黨」幾乎一律改用「匪軍」「奸匪」，「破獲匪諜」「匪諜伏法」的新聞，也就成為每周報紙上必備的標題。
