為共同搶救失業，企業以實際行動挺政府！行政院將在明（29)日舉辦「就業及人力加值博覽會」啟動儀式，除劉揆將親自親自上場外，台積電、廣達、華碩、友達、奇美等逾百家企業將簽署促進就業聲明。據悉，22家大企業對分配企業實習名額3.5萬人咸感不足，各大企業幾搶破頭。

行政院4月11、18日兩天將在全國北中南東舉行四場大型「就業及人力加值博覽會」，昨天召開記者會擴大宣傳，並說明29日在台大巨蛋舉行就博會序幕暖身活動。159家企業代表將與劉揆共同簽署促進就業聲明，計含工總、工商協進會、商總等12大工商企業團體代表、百大企業22家，中小企業30家及台灣連鎖加盟等。

教育部次長林聰明表示，教育部將在明天提供6萬9165個名額，提供大專畢業生到企業或研究機構實習，每月有2.2萬元薪水，全數政府買單，百大企業中的22大企業釋放3萬3500個名額。據悉，22大企業已出現搶翻天現象，四處向政院抱怨名額分配不足，紛要求增加分配名額，政院不但要兼顧公平性，也要防範企業藉機汰舊換新。

教育部提供6.9萬個企業實習名額，除3.5萬名分配給22大企業外，有的分配給中小企業及台灣連鎖加盟等。企業實習申請條件限定近3年內畢業大專生。

除企業實習6.9萬個名額外，29日暖身活動教育部也會釋放4.2萬個訓練名額，讓近三年畢業大專生可參加進修學分班，透過大專院校及工商團體機構提供訓練進修機會。二者合計共11萬1365個就業及訓練名額。

4月11、18日四場大型就業博覽會，勞委會每場將釋出公部門及民間部門約6千個工作機會及3000個職會 業訓練機會，4場合計逾2.4萬個工作機會，申請失業勞工沒有條件限制。

為避免大學生失業率擴大，教育部將安排三萬五千名大專畢業生到企業實習一年，企業可以得到一批新人，且不用負擔成本。這項政策解決短期問題，卻埋下一顆大地雷，一年期限到後，不管這群年輕人離開或留在企業內，都會成為社會的難題。

過去半年來，國內企業「裁員」滾滾，有些公司為節省經營成本，砍掉不少資深員工。教育部決定用政府的錢，安排三萬五千名大學畢業生到企業實習，企業不花成本得到一批生力軍，是徹底的無本生意。

但這樣能解決國內失業問題嗎？短期可能降低畢業生失業率，但長期卻為社會製造更大問題。

畢業生到企業實習一年後，屆時政府不再挹注經費，有些人就得離開，屆時若景氣不佳，還是面臨失業問題。若表現出色，一年到期後被留下來，對年輕人當然是好事。但可能的後遺症是，許多企業可能藉此「除舊換新」，淘汰資深員工，以較便宜人力成本維持運作。

以薪資狀況來說，一名資深員工的薪水可能是這批實習員的三倍以上。年輕的實習員耐操、耐用，很可能促使企業進行人力新陳代謝，屆時中高齡失業人口勢必上升。

年輕人失業是問題，但身為家庭經濟支柱的中高齡失業者太多，對社會衝擊更大。

面對失業率居高不下，政府應該有一套完善政策，不能「頭痛醫頭、腳痛醫腳」。
