蔡：要實質就業 非短期工

〔記者李欣芳、邱燕玲、林毅璋／台北報導〕行政院為搶救失業要釋出至少十五萬個工作機會，民進黨昨除質疑政府提出的各項促進就業措施數字有灌水嫌疑，認為治標不治本，將淪為曇花一現外，黨主席蔡英文也表示，政府在處理失業問題時，不要只注意到短期失業數字，更應該注意經濟實質面問題。


蔡英文表示，政府新增的工作機會多是短期、不具實質意義的工作，非常接近救助的觀念，但從基本面看，政府應創造有實質意義且與產業結構轉型相連結的就業機會，否則撒大錢創造短期工作機會的結果，不僅沒正面幫助，也是浪費國家資源。


民進黨政策會執行長莊碩漢指出，檢視馬政府各項促進就業措施所宣稱的創造就業效果，包括愛台十二項建設、加強地方建設擴大內需、立即上工計畫、大型搶救失業計畫、九十七年短期促進就業方案、九十八至一○一年促進就業方案、振興經濟方案等，合計竟超過六十萬個工作機會，已超過主計處公布的當前失業人口五十四萬九千人，如果數字為真，台灣豈不是將邁入零失業狀態？顯然有灌水造假的嫌疑。


民進黨立委潘孟安指出，救失業不是訴求公部門，人民要的是工作，行政院的作法就跟消費券一樣，只治標不治本，根本方法應從產業結構面著手，有工作做才重要，不是短期降低失業潮即可。


國民黨團書記長楊瓊瓔則表示，希望行政院腳步加快，因為就業與經濟環環相扣，從四年五千億到加速役男入伍，希望政府各種相關政策都能落實，不要只是曇花一現。


國民黨立委羅淑蕾認為，目前失業最嚴重的應是白領階級和高科技業，如果行政院釋出的工作機會與需求不同，只會造成浪費，因此行政院應該將失業人口的範圍和性質調查、歸類清楚；並希望政府的新政策不要變成名詞太多，口號一堆，使得救失業的美意淪為短期工作、浪費公帑。
