台生報考大陸研究所人數衰退2成 創近4年新低

政黨輪替後，馬政府宣布採認大陸學歷的政策箭在弦上，不過由於政策細節不明，讓報考2009年大陸研究所的台灣學生也開始出現了暫緩的腳步，考生人數只有480人左右，不僅較前一年的608人，足足少了2成，更創下了近4年來的新低，跌破專家眼鏡！


政黨二次輪替後，政府採認大陸學歷政策大逆轉，從絕不採認到開放採認，讓外界預估台生前進中國大陸就學的人數可望爆增！不過，數據會說話，根據台灣唯一被授權代辦報考中國大陸研究所的夏潮聯合會統計，2009年報考中國大陸研究所的台灣學生只有480人左右，不僅較前一年的608人，再度下滑2成，而且更創下了近4年的新低紀錄，可說跌破了專家的眼鏡。


夏潮聯合會就分析，今年人數下滑的最主要原因，除了北大及清大等熱門的學校從前一年開始退出聯招，採「申請制」的獨立招生，讓台生不再須要透過代辦中心報考外，另外就是政府採認大陸學歷的政策，包括採認的學校的名單、是否溯及既往等細節問題至今仍然不明，使得許多台生只好暫時打了退堂鼓。夏潮聯合會副會長陳福裕說：『第一波認証的36所學校，到底是那36所學校，名單並沒有公布，那在這種情況下，學生對學歷認証有不確定性，所以保留。第二個是說目前我們從媒體得到的訊息，好像教育部在學歷認証上要採取不溯及既往，這個消息也還沒有確定，因此也使得部分的學生先保持觀望。』


對於台灣考生人數下滑，夏潮也感到訝異，不過由於政府宣布採認大陸學歷的「三限六不」政策已經成形，包括對於中國大陸醫藥領域的學位將暫不採認，也使得過去許多赴中國大陸學習中醫的學生確實減少了不少，再加上採認學歷是否溯及既往等問題也還沒有答案，在在都讓台生赴中國就學的熱潮持續降溫。
