減碳成空談 馬競選承諾跳票

《溫室氣體減量法》、《再生能源條例》，以及《能源稅條例》等能源三法，是環保與拚經濟能否雙贏的關鍵立法，因為其立法意旨之一是在促使高汙染高耗能的傳統產業「轉型」，可惜，三法案一直處於「只聞樓梯響」階段。


馬政府上任以來，已在爭議聲中通過中龍鋼鐵廠、台電林口電廠以及通霄電廠擴建計畫；而據環保署統計，三電廠未來每一年預估增加一千四百萬公噸的二氧化碳排放量，其成長率為五．二九％，高出過去四年的年平均率。


除了三大電廠，未來還要加入由中油和財團投資的國光石化的排放量，而外界已預期，溫室氣體減量是國光石化案未來面對二階環評的最大障礙。難怪新法不敢明定減碳目標，因為現實根本做不到。


同樣的，《資源回收再利用法》初審修正，對廢棄物處理，維持「再使用」應優於「再生利用」的規定，讓屬「再生利用」的ＰＬＡ（聚乳酸），無法因修法得利。但法案關了一道門，卻開了一扇窗，初審增加的「例外條款」，同意生產原廠碳粉匣的「原生匣」業者，可以回收用完的碳粉匣，再把其塑膠外殼粉碎，製成不織布等再製品，也符合《資源回收再利用法》規定。


但將碳粉匣破壞再製成其他商品，繁複過程，對環境造成的傷害，不但可能大於碳粉匣重新填充碳粉製成「回收匣」，更恐讓回收匣業者沒有空碳粉匣可用，斷了回收匣業者生路。。


令人意外的是，初審新增的條款，是環保署建議修正的提案，利益團體黑手有無介入修法，讓人憂心。


對照美、日等國將層級拉高至總統或首相來對抗溫室氣體減量，新法卻授權各部會自訂減量目標，環保署現行只在署長之下成立「溫減辦公室」，由四至五人負責這項列為國家重點計畫的大工程，種種退步作為，要人民如何相信馬總統競選政見不是一句空話？
