台中發電廠C02排放量 世界第一

根據「碳監控行動組織（CARMA）」的最新資訊，台灣台中發電廠的二氧化碳（CO2）排放量稍為降低，但仍以三千九百七十萬噸居世界第一，麥寮發電廠則以兩千九百九十萬噸排名第五；顯示台灣「節能減碳」的目標面臨嚴峻挑戰。

而華盛頓的全球發展中心（CGD）今天也發出警訊，全球發電部門的C02排放量在過去八年劇增百分之三十四，對全球對抗氣候變遷的努力「不是好兆頭」，甚至是「方向錯誤」。

CARMA以監控全球大規模電力公司及發電廠為主旨。知名科學期刊「自然」去年引述CARMA的資料報導，全球火力發電廠CO2排放量前十名中，台電的台中電廠及台塑麥寮電廠分居第一及第六，引發台灣政府及環保團體的震撼。

而CARMA的最新統計顯示，過去一年來，台灣火力發電廠的C02排放量排名仍然高居不下，並成為國際社會的目標。

C02是導致全球暖化的最主要溫室氣體，而發電排放的C02佔總排放量的百分之二十六，換而言之，如台灣的火力發電不能有根本改善，節能減碳及對抗氣候變遷的努力難有成效。

CARMA將台中發電廠、麥寮電廠及規模較小的台電林口電廠列為「生產很多能源及很多C02」的「紅色警戒」電廠。

台中電廠的C02排放量為三千九百七十萬噸，略低於去年的四千一百多萬噸，麥寮電廠則從三千兩百萬噸降低至兩千九百九十萬噸，但名次從第六推進至第五。林口電廠的發電量規模較小，但C02排放量為四百四十一萬噸，強度超過台中及麥寮電廠。　　　　而全台灣共有兩百三十個發電廠，總發電量兩億一千八百萬千瓦，C02排放量達一億三千七百萬噸。

台中發電廠一位負責人表示，對於CARMA提出的最新數據必須要先作確認、分析才能評論，但他表示，電廠已作了很多努力，降低CO2排放量。

台灣大學大氣科學系教授、台灣環境保護聯盟理事長徐光蓉強烈質疑政府的火力發電廠政策。她說，政府必須要先從不增加火力發電廠作起，「否則每年繼續作世界第一」。

她說，台中火力電廠再加裝兩座機組，全球第一的地位將許久屹立不搖；只要計畫中的彰工火力電廠六座機組都設置，將立刻名列全球C02排放第四名電廠。

徐光蓉說，近年來許多工廠外移，民間也開始節約能源，應期待總能源及電力消耗顯著減少，為何政府卻持續興建這麼多大型燃煤電廠？

CGD也指出，人類必須立刻減少與發電有關的C02排放量，並降低已經驗證、零排放量的電力價格，如風力及太陽能發電。

如以排放量絕對值為標準，全世界電廠C02排放量最高的十國為：中國、美國、印度、俄羅斯、德國、日本、英國、澳洲、南非及南韓。
