衛生福利部中央健保署原擬定取消持慢性病連續處方箋患者免收藥費部分負擔優惠，即每次領藥得多付最多200元藥費，新制原定今年上路，但遭健保會委員、消費者代表反對。今衛福部再度召開健保會討論，最後決議政策喊卡，將採取減少藥品浪費等節流措施為主。

為鼓勵慢性病患穩定用藥控制病情，持慢性病連續處方箋者每次領藥可享免部分負擔優惠。健保署統計，2016年全台使用慢性病連續處方箋者達596萬人，一年使用健保藥費多達613億元，其中以高血壓、糖尿病等三高疾病為最大宗。

但因健保財務吃緊，健保署原規畫取消持慢連箋免部分負擔優惠，即每次拿藥都得多付最多200元的部分負擔。醫改團體憂心，此舉等同懲罰穩定服藥的慢性病患，恐影響服藥順從性。

今召開的健保會討論此案，健保署專門委員林淑範說，因部分委員持反對意見，認為應先抑制健保資源不當耗用、做好醫藥分業、減少藥品浪費、落實雲端藥歷等措施，因此該署將參考委員意見，研議其他節流方法。

林淑範說，先前估計若取消持慢連箋免部分負擔優惠，每年估可減少43億元健保藥品支出，如今新制若無法上路，就是維持現況，收支短絀情況會慢慢增加。（江慧珺／台北報導）
