分級醫療新制 醫院院外門診1年內撤照

強化分級醫療，衛福部今宣布，即起法人所設醫院只能在離島、原住民族地區設置院外門診部，而現存30家醫院的院外門診，須於1年內撤照，回歸母醫院登記，收費也比照母醫院。

衛福部今天發布「醫療機構設置標準」，衛福部醫事司長石崇良受訪時表示，未來法人所設醫院僅可在離島、原住民族地區設置「院外門診部」，導引民眾改變就醫習慣、促進醫療院所的分工合作。

石崇良指出，根據過去規定，醫院開業原本就有一張開業執照，申請健保醫院總額，如另設院外門診部，則會申請另一張開業執照，但申請的卻是基層診所總額，同時有2張執照，不僅會引發醫師管理問題，申報上更是跨吃基層診所、醫院兩方總額。

石崇良說，新制今天起上路後，法人醫院除了在偏鄉、離島、原住民族地區可設置院外門診，其餘一律禁止。

至於現存的30家院外門診部，須於1年內撤照，撤照後可選擇廢止院外門診部，也可回歸母醫院登記下，與原醫院使用同一張開業執照，除了收費將比照母醫院，健保費用也以同一機構進行申報，避免通吃診所、醫院總額。

石崇良指出，1年期限到後，如院外門診未主動更動撤照，衛生局將主動補登記到母醫院執照裡，全面廢止診所開業執照。
