希臘國會通過歐盟所提的撙節措施，為確保一三○○億歐元紓困邁開一步。但歐債危機距離落幕為時尚早，因今年是歐元區的償債高峰，光上半年義大利就有一千四百多億歐元債務到期，西班牙和葡萄牙也有逾百億歐元債務到期，義大利的情況尤其令人擔心。

根據高盛統計，今年歐元區有一兆歐元的債務到期，而上半年更是歐豬五國債務到期的高峰，在希臘之後，市場的焦點正轉移到義大利。

義大利今年到期的債務逾三三○○億歐元，二、三和四月到期債務分別達五三一億、四四二億和四四一億歐元。此外，義大利未來三年還需支付近二八○億歐元利息。

義負債佔ＧＤＰ比達120％

義大利目前的整體負債約一．九兆歐元，僅次於德國的近二．一兆歐元，居歐元區次高，為希臘、葡萄牙和西班牙負債總合的兩倍。義大利政府預估，該國今年的負債佔ＧＤＰ比達一二○％，在歐元區中僅次於希臘的近一六○％，與歐盟規定的六十％相距甚遠。

好消息是，義大利國家統計局表示，由於稅收增加，加上實施撙節措施導致公共支出減少，去年第三季義大利預算赤字佔ＧＤＰ比，已由二○一○年第三季的三．五％降至二．七％，符合歐盟規定的不得超過三％。

義撙節措施 經濟成長衰退

然而，義大利為了削減債務而實施撙節措施，可能使經濟衰退的風險升高。義大利央行一月預估，今年的經濟成長率由成長○．四％下修至衰退一．二％至一．五％。經濟衰退是否導致義大利財政再度惡化，預算赤字升高，市場將持續關注。

西班牙今年到期的債務逾一四○○億歐元，四月到期債務達二二七億歐元。西班牙政府將今年預算赤字佔ＧＤＰ比，設定在四．四％，希望在二○一三年達到三％以下的目標。

但西班牙央行最近預估，今年該國經濟成長率將衰退一．五％，二○一三年的成長率才○．三％。穆迪因此預測，今年西班牙難以達到預算赤字佔ＧＤＰ比四．四％的目標。

葡萄牙今年有二五五億歐元債務到期，六月到期的債務達一○二億歐元。去年葡萄牙勉強將預算赤字佔ＧＤＰ比，由二○一○年的九．八％降至五．九％，今年要再降至四．五％，但得削減三．三％ＧＤＰ的政府支出，可能導致經濟衰退。

去年第三季，葡萄牙負債佔ＧＤＰ比達一一○％，今年預估將達一一六％。
